Rome Taxis and Car Seats: Why Most Drivers Don’t Have One

Italian law (‘Art. 172 Codice della Strada’) exempts both licensed taxis and private hire (NCC) vehicles from the obligation to carry child car seats. This is a broader exemption than in France or Sweden, where only taxis are exempt. The result: the vast majority of white taxis at Fiumicino and Ciampino airports carry no seat. Free Now (FREENOW), the dominant ride app in Rome, states in its own help page that drivers are not required to provide child seats.

Rome is also one of Europe’s most notorious airports for unlicensed ‘abusivi’ taxi drivers who approach passengers inside the terminal, often with a child seat visible — and charge double or triple the official fare. The only protection against both problems is a pre-booked service with the car seat confirmed in writing and a fixed price agreed before travel.

Italian Car Seat Law in Rome — The Key Facts

The rules are in Article 172 of the Codice della Strada (Highway Code), updated September 2024:

• Children under 150 cm in height must use an approved child restraint in all vehicles. The driver is legally responsible.

• The taxi and NCC exemption: Art. 172 CdS explicitly exempts licensed taxis and private hire (NCC) vehicles from providing child seats. Children under 150 cm may travel in the rear seat without a seat — but only if accompanied by a person aged 16 or over. This is a legal provision, not a safety recommendation.

• Anti-abandonment device (dispositivo antiabbandono): Italian law (Legge 117/2018) requires an anti-abandonment alarm device for any child under 4 years when in a child restraint, for vehicles driven by Italian residents. Taxibambino partner drivers carry this device.

• Fine for non-compliance in private vehicles: €83–€332 + 5 penalty points on the driver’s licence. Reduced to €58.10 if paid within 5 days.

Rome’s Two Airports: Fiumicino (FCO) and Ciampino (CIA)

Fiumicino Leonardo da Vinci Airport (FCO)

Fiumicino is Italy’s largest airport, approximately 30 km south-west of Rome city centre. It has two active passenger terminals: Terminal 1 (domestic and Schengen) and Terminal 3 (international and intercontinental). Most families arriving from outside Europe land at Terminal 3. The taxi rank is at the Arrivals level of both terminals.

• Official taxis: white vehicles with the Roma Capitale licence plate visible on the doors and a yellow Taxi light on the roof. Rank signposted on Arrivals level. Do not accept offers from drivers who approach you inside the terminal — these are unlicensed abusivi.

• The Fiumicino municipality taxi trap: at FCO, some taxis carry a Fiumicino (not Roma) municipality licence. Since September 2025, these taxis charge up to €80 to Rome city centre. Only taxis with a Roma Capitale licence are obligated to charge the €55 fixed rate. Always check the door licence before boarding. Ciampino Airport (CIA)

Ciampino is Rome’s smaller airport, approximately 12–15 km south-east of the city centre. It handles mainly budget airline flights (Ryanair, easyJet, Wizz Air). Unlike Fiumicino, only Roma Capitale taxis operate at Ciampino — there is no Fiumicino-licence confusion here.

• Taxi rank: directly outside the terminal arrivals exit. Roma Capitale white taxis only.

• Fixed rate from CIA: €40 to any destination within the Aurelian Walls (Rome historic centre). Same all-in conditions as the FCO rate — no supplements for luggage, night or public holidays.

Official Taxi Fares from Rome Airports (2026)

The flat-rate airport fares are set by the City of Rome (Giunta Capitolina, Delibera n. 252 del 16 luglio 2024). They are per vehicle (not per passenger), valid 24 hours a day, 365 days a year, and include all supplements (luggage, night, public holidays). They apply only to direct journeys without intermediate stops.

City transfers (Colosseum, Vatican, Termini, Tivoli)

Approximately €8–18 metered for short city hops. The historic centre has a ZTL (restricted traffic zone) — only ZTL-permitted vehicles can deliver to hotel doors. The ZTL — Why It Matters for Your Hotel Drop-Off

Rome’s historic centre is protected by a ZTL (Zona a Traffico Limitato) — a camera-enforced restricted traffic zone covering Trastevere, Prati, Campo de’ Fiori, Navona, Colosseum and most of the areas where tourists stay. Car Seat Types Available for Rome Transfers
