Child Car Seat in Finland

Land at Helsinki-Vantaa with kids and grab a taxi into the city, and you'll find most cabs don't have a car seat waiting. Finland has a real exception for this — but it's tied to whether a seat is actually available, not a blanket rule that applies to every taxi regardless of circumstances.

The Legal Requirement

Under Finnish traffic law, any child shorter than 135 cm must be secured in a child restraint suited to their height and weight — an infant carrier, child seat, or booster. The rule runs on height, not a separate age cutoff; 12 years old is commonly cited only as a rough approximation of when most children reach that height, not a figure written independently into the law.

A rear-facing seat can never be fitted in the front passenger seat unless the airbag has been deactivated. Approved seats must carry ECE R44/03, ECE R44/04, or i-Size (UN R129) certification.

The requirement is documented by Liikenneturva, Finland's national road safety council, and Traficom, the Finnish Transport and Communications Agency, publishes the underlying regulations.

How It Applies to Taxis

Finland's taxi exception is real, but it's conditional rather than unconditional: if a taxi genuinely has no suitable child seat on board, the child may travel in the back seat using the ordinary seatbelt instead. If the taxi does have a seat fitted, the driver is required to use it — the exception only kicks in when a seat truly isn't available, not as a general licence for taxis to skip the requirement.

Responsibility for the child's safety sits with the accompanying adult, not the driver. Some platforms go beyond what the law requires: Bolt has its own internal policy requiring a seat for any child under 3 regardless of height, and its drivers can decline a ride if no suitable seat is available — stricter than Finland's baseline legal exception.

In most Finnish cities — Helsinki, Tampere, Turku, or Rovaniemi — standard taxis simply don't carry a seat as a matter of course, which means the exception ends up applying by default rather than by genuine unavailability in any deliberate sense. Families who'd rather not depend on it can book a taxi with a properly fitted seat in advance through Taxibambino, useful for the Helsinki-Vantaa transfer or a trip up to Rovaniemi's Santa Claus Village.

How It Applies to Rental Cars

The taxi exception applies only to taxi rides, never to a self-driven rental car. A rental is treated exactly like a private vehicle, and the full requirement for anyone under 135 cm applies without exception.

This matches what we see firsthand: rental agencies at Helsinki-Vantaa, Rovaniemi, and Turku typically offer several seat types, but availability tightens during peak tourist season, particularly around winter holidays in Lapland. Reserve a seat with your booking and confirm ECE or i-Size certification before driving off.

Fines and Penalties

A violation of the child restraint requirement is treated as a traffic offense, and Finnish police can issue a fine on the spot; the exact amount is assessed case by case rather than fixed by statute at a single published figure. A violation can also count against the driver in Finland's point-based traffic offense system, and a missing restraint can affect insurance coverage in the event of a crash.

Within the genuine taxi exception — no seat truly available, child belted in the back — no penalty applies. Outside it, in a private car, rental car, or a taxi that does have a seat but fails to use it, the full penalty applies.

Quick Reference

•          Private car or rental: child restraint required for anyone under 135 cm, no exception.

•          Taxi with a seat available: must be used — no exception applies.

•          Taxi with no seat available: ordinary seatbelt permitted in the back seat.

•          Bolt and similar platforms: may apply stricter internal rules than the legal minimum.

•          135 cm or taller: standard seatbelt is sufficient everywhere.

•          Booking a seat anyway: available directly through Taxibambino.

FAQ: Car Seats and Taxis in Finland

Is a car seat mandatory for taxis in Finland?

Only if the taxi doesn't have one available. If it does, the driver must use it. If it doesn't, Finnish rules allow the child to use the ordinary seatbelt in the back seat instead.

Does this exception cover very young children too?

Finland requires a restraint under 135 cm. Under-3s must always be restrained, and the 2020 Tieliikennelaki removed the old taxi exception entirely: a child under 3 may no longer travel in a taxi without a restraint.

A child aged 3 or over but under 135 cm may use the seatbelt alone in a taxi, but never in the front — and the statute allows a third child aged 3 or over to use the ordinary belt in the rear when two seats are fitted and a third will not fit.

Independently of the law, the physics are unchanged: a seat approved to the applicable standard and fitted on rigid ISOFIX anchors holds its line where a belt-only fit works loose — particularly on the Kehä III and the airport corridor into Helsinki, on winter surfaces. Space is the other constraint our drivers meet at the airport rank, which is filled largely with compact and mid-sized cars: two bulky seats plus a double stroller and the luggage already fills one, so a third child needing a restraint means booking a larger vehicle in advance.

Sources aren't fully consistent here — some treat the exception as covering any child under 135 cm, while safety advocates strongly discourage skipping a seat for children under 3 regardless of what the law technically allows.

Does the taxi exception apply to a rental car?

No. A rental car is treated exactly like a private vehicle, with the full child restraint requirement in force.

Do Finnish rental car companies provide child seats?

Most major agencies do, though selection is limited during peak season. Reserve one with your booking.

Can I book a taxi with a car seat in Finland anyway?

Yes, and it's the most reliable option. Taxibambino lets you request the right seat type when you book, rather than hoping the taxi happens to have one.

Safety Shouldn't Be Optional

Finland's exception exists because a spontaneously hailed taxi in Helsinki or Tampere can't guarantee a seat sized for every child, not because a short ride is inherently safer without one. On winter roads especially, a pre-booked, properly fitted seat makes a real difference.

What our own booking data shows: across 58 bookings made through TaxiBambino in Finland in the twelve months to August 2026, the middle half of families paid roughly €68–€107, with a median near €76. Party size is the part most families underestimate: 36% of those bookings were for four or more passengers and 2% for five or more — the point at which a standard sedan stops working once car seats, a stroller and luggage are added.

August was the busiest travel month, and families booked around five days ahead on average. Prices move with demand, season and the specific route, so treat these as historical ranges rather than a quote; vehicles are supplied by TaxiBambino and our partner network.

As a rule of thumb on seat groups: under about 13 kg a rear-facing infant carrier; roughly 9–18 kg a forward-facing seat with a 5-point harness; 15–25 kg a high-back booster; and above that a booster until the adult belt sits correctly across the shoulder and hips rather than the neck and stomach.
